IMO this looks like a version of the St. Joe Saints (St. Joseph, Missouri). They were an amateur National Baseball Congress (NBC) team. I remember their jerseys being colorful as is the example you've provided. The Saints program has since turned into a professional organization as the St. Joe Blacksnakes.
