Certainly not used at the MLB level. A minor-league shirt of some kind. In 1991, minor league teams called the "Cardinals" were in St. Pete (class A), Springfield, IL (A), Savannah (A) and Johnson City (Rookie). Brian Barber played for Johnson City (1991), Springfield and St. Pete (1992). That narrows it down. Not sure what the patch stands for; knowing that would certainly give you a specific answer.
