You can tell he made the price that high to attract viewers because he has the "best offer" option. He was probably hoping for forums all over to make posts about the auction, and now he's getting what he wanted.

They have deals all the time for $.10 listing fees or $.15 listing fees. I think the one going on now is if you will donate at least $1 of your auction proceeds, your listing fees are only $.15.
