Reasonably priced. Around $100 or so? Mainly looking to use it for this hobby as well as family photo stuff.

Have you tried GIMP? It's free...just like Photoshop...and does basically everything Photoshop can do. I use it professionally and as well as a hobby.

Depending on how much knowledge you have in photo editing, it might take time to get used to. I've been working in GIMP for a couple years now. Here's a few examples of some of my photos I've taken and edited. On the left - unedited and untouched. On the right - The final product after editing in GIMP...
