There are 29 Players in the Team Photo, Above are the #'s i could see
based on the Team PIC and Players Cards from Both Sets.

I saw this photo on ebay of the 1988 team and he is not even in the photo. So maybe he was moved up later in the season. I thought about a process of elimination but its possible he wanted to inherit his own number if the number became available (ie. other player with his number got moved up when he moved up)

Maybe look for the number he used at lower levels and see if they are consistently the same number he picks. Is he a relative of yours?

Jones likely isn't in the team photo or the card sets because he was a late-season addition...he spent most of the year at high-A West Palm Beach, and only appeared in 7 games for Jacksonville (6 of them in relief).
Did you try calling the Jacksonville team to see if they have records that far back?
