Minor League Jersey - what to look for?

I probably won't have a bid on this:

As I'd much rather a Dodgers/D-Backs MLB uniform...But if it's relisted for cheaper, what kind of things should I be looking for in Minor League jersey's...tagging ect? Or is it a bit of a grey area because the uniforms get recycled?

Can anyone find a roster from 2003 Road River Bandits? I have confirmed that Oeltjen was in the team, but not his jersey number.

A COA from the Team is the best.
I looked it up on the MWL Fan's Guide.
It was listed that Oeltjen was on there roster and wore 22 in 2003
Looks like a good jersey to me.
