NBA All-star Jersey help

So I picked up what I think is a 1994 procut stockton all star jersey, but I think could be game used from the story I got from the seller who was a personal friend of Stockton while living in Utah. The jersey is a size 42, but only has the champion tag, but what is trowing me off is in side the jersey it has a +2in length tag and has a inspected by tag over that. My question is did the 94 all star jerseys all have duel tags? Any help would be great.

Size sounds OK, but everything I've seen that I'm comfortable with as a gamer/game-issue was dual tagged.

did they make retail jerseys with +2 tags in the inside of the jerseys?

I've seen several mint, unused 1994-95 and '95-'96 NBA jerseys (pro-cuts, most likely) that have the inside tagging.
