Cut tab jerseys. Need help

I have two Miguel Tejada jerseys, Orioles and Athletics, where the front tabs are cut off. Any idea why that might be?

Also, what is meant by "cut jersey?" I saw a game used jersey called "cut" and did not know what that meant.

In the case of Tejada, I think the focus is on the shirt tails being cut for any one of a number of reasons. Tejada has been known to do this on many of his jerseys, as has Rickey Henderson. While common on NFL gamers, MLB jerseys are not as commonly found with this trait.
