Football restoration

A friend of mine has a game ball signed by Walter Payton, it was signed in silver ink, the auto isn't an issue. However, the ball has lost some of the pigment on the surface, its almost a white color. I'm assuming its from sitting in his office under all the bad light.

Is there any way to restore the surface and not damage the ball or signature?
