Note sure what kind of info you are looking for.

It's a 1993 Road (the 21st Season Patch was for the 21st and Final Year in Arlington Stadium).

It's from the later part of the season. The HEC on the sleeve is a tribute to Eddie Chiles who died during the 1993 Season. He was the original owner of the Texas Rangers Franchise.

What else are you looking for? The jersey appears good at 1st Blush.

I not sure if i should consider it game issued , used, or store. How could I find out.

The white edging and background behind the R logo on the sleeve are not consistent with team-issued Russell Rangers road jerseys of the era. If a tag is missing, it's often a sign that an owner (current or previous) is trying to hide something. Check the seam inside the back of the collar. If there's an opening in the middle, it would indicate another removed tag, most likely a retail tag.
