Toby Mills maybe. Just from what I've looked he wore #54.

I checked databasefootball.com. They list no Mills in the 1994 draft or on the roster.

A possibility: it may be Jeff Mills. He was a LB (corresponds to #54) in the AFC from 1990-93. It's possible he went to camp with the Cowboys in 1994 and was cut before the season.
