My personal advice to you is to simply tell him what you want (they probably have a Mattingly jersey with MLB authentication in stock) but do NOT tell him what you are willing to spend on it. Ask for a price, and negotiate from there. They will accept an offer if it is reasonable. All that said, I have no idea what the market price is for a Mattingly jersey, so good luck.
