Old Los Angeles Rams jersey mystery/question

I purchased this Los Angeles Rams jersey about 3 years ago, via eBay. The Rams have always been one of my favorite teams, so I bought it, since I didn't own any Rams jerseys at the time. There was no name or history with it and I got it at a decent price. I thought I would check to see who may have possibly worn it, but in the process, I discovered that the Rams retired #7 in honor of Bob Waterfield long ago, long before this jersey was ever made. I have often wondered why the Rams would have a #7 jersey made or in their inventory. Does anyone have any idea or thoughts on why this jersey would have been made? I'm stumped.

They could have held a reunion of a past team that Waterfield was a part of and made up jerseys for that event.

Doubtful. The Sand-Knit tagging is circa 1985-87. Waterfield died of respiratory failure 3/25/83.

Possibly a display piece for the lobby of the team building.

Chicago Bears have modern Nike Payton in the building...

That could be a possibility, I didn't think about that one. The jersey has no signs of use, and, although it has a nameplate, there has never been a name on it.
