Yes, I've seen quite a few similar ones over the years.....They are not "presentation" balls per se, but rather an artists' work of a player either done before or after an autograph is placed on the sweet spot...

Back in the mid 90's i used to see a guy at Mariners games who painted balls like this one. He would make 2. One for the player to keep and one for himself to get signed by the player. I am not saying its the same guy but it was a sure way to get an autograph :)
