Who's the best in the business at restoring a football name plate on the back of a jersey as closely as possible to original?

Good luck finding someone. The NFL has apparently tightened rules regarding after-market customizations. It's nearly impossible to find this service out there now.

I was thinking of more of a small "artison" type shop restoring a jersey in a careful manner, not a big retail biz. Thought I saw that on here one time?

Just get in the Yellow Pages and find somebody local.
They're everywhere.
