I can't say who made Illini baseball gamers in that time frame, but that is definitely a proper AIS tagging setup.

It looks similar to what the New York Mets had on their AIS jerseys in the late 1990s. I don't recall the exact transition year, although the last several seasons' worth of AIS-made MLB Negro League retro gamers use a different style.
