Exact difference between pro-cut and game issued

The title says it all. What is the exact difference between pro-cut and game issued. I know you can buy pro-cut in stores and game issued not but is there a difference in quality, used fabrics or perhaps in size?

I'm asking this because I'm interested in a jersey I saw on Ebay. The jersey looks good to me but I don't know if it's game issued or pro-cut. For me there is nothing wrong with a pro-cut jersey but I would like to know if it is.
And can you buy pro-cut jerseys from any player or only from the most popular players.

I've used the search button but I couldn't find the right information.
Thanks in advance for helping me with this.

I know it's a different sport, but I discuss some of those terms in a recent blog post:
