Don't think it was a coaches jersey. Here is the list of coaches in 1988:

Manager

• 3 Jimy Williams

Coaches

• 54 Galen Cisco (pitching)
• 43 Cito Gaston (hitting)
• 24 John McLaren (third base)
• 42 Billy Smith (first base)
• 8 John Sullivan (bullpen)

Special assistants probably wouldn't have worn jerseys like the coaches and players did. I suspect that this jersey was GI for a player who was never called up.

Not all of the coaching staff get listed. For example, I have a #39 game used Rich Donnelly jersey from 2009 TBTC game, but Baseball Reference and Baseball Almanac don't list him. An instructor or roving coach often get a jersey...especially in spring training.

I've got your answer:

According to my 1988 Grapefruit League roster, #48 was issued to a rhp named Colin McLaughlin, who spent the season (many seasons, actually) in AAA Syracuse and never made it to The Show.

A partial history, if you're interested. Strangely his '87 stats aren't listed, though he was in Syracuse that year as well.
