Montana Chiefs jersey question

See this jersey on ebay, its not GU in any way, but I was curious if it is similar to an issued, or if its straight retail. The numbers are ironed on and letters are sewn. Is that how it was when he first arrived with the team? or is this just a pieced together jersey? thanks in advance
