What Do I Have Here? Mid/Late 90's Starter Basketball

I am a baseball collector and know little about basketball but wanted to ask about this Tom Gugliotta jersey. From my research I can see that some teams used Starter in the 97-98 and 98-99 seasons. Gugliotta played for the Timberwolves in 97-98.

Do you believe this to be a retail jersey, or a game-issed/worn jersey?

Gugliotta was my favorite player for NC State when I was a kid.

retail authentic. game jersey should have a year flag tagging and extra length. jersey should also have Made in U.S.A. tag.

While Starter's year tags are tiny nubs in nature than sometimes wash out, the T-Wolves have a strip tag in jerseys from that era that details the year and set number in black print on a white rectangular tag. Often (though not always), the T-Wolves equipment guy hand-inscribes information on the manufacturer tag.
