Unknown Oakland A's Player / Jersey

Hi all. I'm seeking some information about the Oakland A's jersey in my collection below. I can't identify the player or jersey information. There's an autograph on the 7 of the 37 on the back that I don't recognize.

If anyone has any information regarding player, style, year, etc., it'd be appreciated.

Looks like a batting practice jersey.

I can tell these where worn by Oakland from 2003-2006 as batting jersey's.

2 players wore number 37. Steve Sparks and the late Joe Kennedy.

In my opinion it is signed by Joe Kennedy.
