Help needed from a Clippers fan to identify an oddball jersey

Bought this uniquely numbered LA Clippers jersey a few years ago and came across it recently but have lost the background info.

I belive that it was a team issued item presented to a long time staffer or broadcaster, but I can't find any info on who this "BUCHANAN"' is. I assume the "930" marked a milestone in games?

Thanks, but pretty sure this isn't the same Buchanan. The seller indentyfied the jersey as belonging to a long-time (no deceased or just retired) Clippers staffer...possibly media person.
