that is actually a specialty made pouch for wireless microphone units to place on the players during the All Star game...it gets sewn into the jersey rather than the players wearing wireless "pouch belts" around their waist (less cumbersome for the player)...check the video link below- at the 3:10 minute mark you'll hear Dwight Howard talking and various players throughout the piece, you'll also see the little mic's on the front part of the neckline in close-ups, the mic unit gets placed in that pouch and the wire snakes up the jersey so the mic can be securely placed
