Mike, from what I understand, this is clearly a "pro cut" jersey due to the position of the name on back (NOB). Perhaps someone else can confirm this?

I'm not sure what you mean. How does the placement on this jersey differ from that of a game jersey?

I thought retail pro-cuts had the neck tag and didn't have the interior +3 length?

Agreed Placement of NOB is too high, arch is wrong, and thethe font is also wrong, notice the shape of the R and cutting of the A:
