is it normal to get an LOA after purchasing GU item?

I recently purchased a game used hockey stick from a reputable seller who has a partnership with the team and they told me they are waiting for the team to send them LOAs before shipping them out. the odd thing is that the store received the hockey stick last season so it was just sitting there with no accompanying LOA. does this happen often, or should game used items have their accompanying LOA at the same time the teams send them to dealers?

It happens quite often in basketball and hockey.....specifically NHL And NBA Auctions.

I've had it happen to me more than once for baseball items. On one occasion, the seller just forgot the LOA. On a couple, the team simply overlooked writing them at the time the items were sent. It shouldn't be a worry though, as it happens often.
