Need help regarding Jim Kelly's 1991 game used jersey and others

There is a person in my area who was good friends with Jim Kelly and is selling his game used 1991 jersey. What would be a good price to offer and what should I look for to make sure it was good used and not game issued. The jersey is signed and has the score of the game it was used in. He also has Bruce Smith and Thurman Thomas.
