1988 NY Yankees Jersey Question

I have a jersey here purported to be a 1988 Rafael Santana road jersey with a "1" on the sleeve. Billy Martin didn't die until Christmas 1989 and all my research shows they wore the "1" in 1990. However, here is another 1988 with the "1":

What am I missing here? Santana played the entire 1988 season but missed the 1989 season with an injury and was released so he wasn't with the team in 1990. Ironically, #17 was worn by Washington in 1990 but I don't suspect this was recycled for him.

Any thoughts?

Could it have been recycled down to one of their farm teams.
