This just doesn't seem right
I'm on my phone or I would post the links but there are several auctions on eBay right now selling old Wilson, MacGregor, etc jersey tagging.
I assume there are legit meant plausible uses for these but in today's time fraud and deception just come to mind.

The positive point here is that you can usually tell when a used tag has been re-stitched to a jersey. The negative point is that you may not realize it until you've already purchased the jersey, had it shipped to you, and inspected it in person.

Restoration Purposes??? Kind of sounds like the seller is grasping for a legitimate reason to sell those tags.

I think we automatically assume fraud because there's a lot of it in this hobby, but I don't see this as deceiving. Some people actually do restore old jerseys for their own purposes, doesn't mean they're necessarily trying to screw someone.
At least they're not selling COA's without the matching item!
