I don't know much if at all about older jerseys. How does this one look?

I've never seen a "PR" tag, but the Nike tag is correct for 1996.
As far as being issued, I guess it depends on the interpretation of the word. The cut of the sleeves does not match the photos I've seen of Deion on the field, and I think most of his jerseys are shortened and hemmed at the bottom.
