Starting in 2014 the Rays went to heat-pressed set tags with QR barcodes for their game-used stuff. I know I bought a Kiermaier team-issued jersey last year from MLB auctions which had #39, and did not have this barcode. My best guess was that this was one he wore in 2013, or during a time he was not on the active roster (Not sure how much he hung around the team last year during his rehab from the wrist injury).

From what I can see, this appears to be a "call up" jersey from 2013. Both 2013 and 2014 jerseys were set tagged (photos attached), but I have owned several non set tagged extras over the years. Many times when players were called up, a clubhouse nameplate was applied to an extra jersey while new ones were ordered. A very good indication of this is a fold in the ends of the nameplate. Usually there will be 1/2" to 1" of the nameplate end folded under and stitched. Looking at the photo of the back of the jersey, the nameplate looks like a clubhouse job (i.e., not perfect, crooked, folded material, etc) - this could just be the photo.
He was called up on June 18th, 2013, where the Rays played a double header in Boston. The first game that day, which was Will's first game in the show, they wore the Navy jerseys. I would be willing to bet this jersey was made for him to wear that day when the clubhouse got word he would be joining the team on the road trip.
