Ichiro 2011 game used jersey?

Shouldn't this jersey have the Property of the Seattle Mariners on it?

I think Ichiro was wearing a 46 in 2011. This jersey is a 44.

Also I think they had the Dave My Oh My patch on the right arm.

It is also missing the Property tag as you stated.

The only info I have is that it could be a 2010?
The people running the Mariners Care aren't always diligent. It could have been provided to them to auction (at the games on Saturday), yet it was from 2010 and left over?

Also, they provided certs, but nothing tied the cert to the item (no hologram).
So there is no way to tell if that cert belongs to that jersey.

That jersey was definitely not worn by Ichiro in 2011. I have handled dozens of his jerseys from the M's, Millcreek (Ichiro's exclusive memorabilia agent) and Steiner. Once they switched to Majestic he wore size 44 and later customized 42. Also all M's Ichiro jerseys from 2008~ either has a "Property of Seattle Mariners (year)" or "Property of Ichiro (year)" tag. Here's a tagging from a 2011, 2012 jersey from Millcreek I sold years back.

Could it have been event worn? I don't see "game worn" on the COA. Just says worn during the season.
