Need help to Id this jersey

I need help with the ID on the #7 patch on this 1999 Balt. Orioles jersey. I can not figure out what the #7 stood for and did the Orioles have this patch on thier jerseys in 1999.

The #7 is a death Memorial for Cal Ripken Sr. as he deceased that season. Thats a nice jersey.....
