Spanjian used this tagging from 1971-1977. There is no way this jersey could have been used or worn by Gary Payton in the late 80s. The autograph is most likely real, but, the shirt was never worn by Payton.

Yes, it is a legit Oregon State gamer, however, worn at least a decade before when Payton was in grammar school.
By no means do I think this was done intentionally, just more research should have been done.
