If that jersey was used in 2007 during the regular season, it should have had the Herb patch worn all season by the Twins. Could it have been a leftover from Spring Training??

Twins game used jerseys typically get entered into MLB's system as "Game Issued" or "Clubhouse Issued." Its the same issue you find with other teams -- authenticators unwilling to assign them game used status unless they see the jersey come off the back of the player. All of the game used jerseys I've purchased from the Twins Pro Shop in the last few years have been "Game Issued" according to the hologram.
I agree with Lokee. I spent quite a bit of time looking at pics from 2007. If this jersey saw game action, it must have been really early in the spring. A great game issued jersey but I wouldn't buy it assuming it saw any real use.
I thought I'd chime in for anyone interested in this jersey.
This is the real deal. This is a Spring Training jersey. It's very common for the Twins to issue their jersey's "TEAM ISSUED" or "CLUBHOUSE ISSUED" as Harleigh stated in a previous post. I have not seen one accurate MLB Authenticated Twins jersey since 2006 so I wouldn't hold off because of that.
Santana's first start Opening Day had the black arm band on the jersey in memory of Herb. His second start they added the Herb patch. I know the individual who has that jersey.
If you take the time to view Getty Images you will notice this jersey in a few photos in the month March. Hope this helps and clears up any confusion. If you have any questions please let me know.
