I would have to see it in person
It should have a thread if held to light and also show up other items under UV
Goldin sports marketing stopped operating in 2001 I believe . Moved to Florida and changed name. But the check and the sig look legit and the frame looks like what would have been done.
My guess sight unseen is legit

Back in the 90s before the advent or TPA , a few items yes, checks
