I have a few recent Falcons in size 40, and even seen a few in size 38 (Warwick Dunn). The smallest I ever saw was a circa 1990 Houston Oilers jersey that was a Russell size 36 (can't recall the player).
Size markers can be misleading. One team's size 42 might be another team's size 48. You will see linemen wearing size 42 with one team (2005 Falcons) and size 52 with another (2005 Eagles), most likely because the Falcons wear a completely different style/cut than the Eagles, and perhaps have their jerseys made by different mills under the Reebok logo.
Perhaps there is a Forum member in the sporting goods business who can shed some light on this subject.
I believe that the player in question is Bernard Ford, as he wore a size 36, being a 5'9", 168 lb wide receiver. I just acquired a Bernard Ford Oilers Jersey from 1990, and I will post it shortly.
I cant comprehend a pro player wearing a 38 with pads. I'm 5"7 16o lbs and I recently put on a size 42 Chiefs Reebok from 2003. It was absolutely skin tight over a t-shirt and I couldnt raise my elbows past my shoulders.

I'm not sure if this is your jersey or not, but there is a 1990 home on eBay as I write this, a size 36.
