Official Japanese National League Game Ball? (Blue Lions)

I have never seen one of these before. Is it a Japanese league game ball?

I have heard of the Seibu Lions and the Orix Blue Wave, but not the Blue Lions. Any help indentifying the ball's era etc. would be appreciated. thanks
